Imagine this: you park your car in Manhattan. Police approach you after you get out of your car and ask to see your license. After looking at your out-of-state license, police claim that the document is forged. Police arrest you and sign a criminal complaint for Criminal Possession of a Forged Instrument. In the criminal complaint, the police officer claims that he has training in forged instruments from the state that issued your license.
That's what happened to a Pennsylvania college student who briefly visited New York--and his license (actually, a leaner permit) was obviously not forged and the police officer (most likely) does not have training in driving documents issued by Pennsylvania. The Manhattan District Attorney's Office dismissed the case.
